The Quebec Experience Program (PEQ) offers a streamlined pathway for foreign graduates and individuals with work experience in Quebec to obtain a Quebec Selection Certificate (CSQ), a prerequisite for federal permanent residency. This program operates under the Quebec-Canada Agreement, which grants Quebec the authority to select economic immigrants in the skilled worker category.

The PEQ is well-suited for individuals fluent in French who have work experience in Quebec or Quebec graduates.  It is notable for its fast processing time, typically within six months, compared to other immigration programs.

Applicants must follow these steps:

1. Select the appropriate permanent selection application form based on their situation.
2. Prepare the required supporting documents listed in the application form.
3. Create a profile on the Arrima portal.
4. Submit the complete application via Arrima.
5. Pay the processing fees.

Applications are processed within six months from the receipt of the complete application and fees.

Temporary Foreign Workers may qualify if they:

• Intend to live in Quebec and work in a sector that is not ineligible.
• Have worked full-time in Quebec for at least 24 months out of the last 36 months in categories TEER 0, A or B1, 2 or 3 of the NOC.
• Hold legal status in Quebec as a temporary worker or through a youth exchange program like International Experience Canada (IEC).
• Demonstrate French language skills at a level 7 or have completed at least three years of full-time study in French.

Full-time work is defined as at least 30 hours per week in a TEER 0, A or B1, 2 or 3 of the National Occupational Classification (NOC). Work experience gained during international student programs or youth exchange programs is considered if all PEQ requirements are met. Part-time work, self-employment, or entrepreneurial work is not accepted.

Foreign students may qualify if they:

• Intend to settle in Quebec and work in a sector that is not ineligible.
• Have completed at least 1,800 hours of study in Quebec and obtained a recognized degree or diploma within the past 36 months.
• Are legally residing in Quebec at the time of application and can prove financial self-sufficiency.
• Demonstrate work experience in a NOC TEER 0, A, B, or C job, with specific requirements based on the level of their diploma.

Principal applicants must have French language skills at level 7 for speaking and at least level 5 for writing on the Quebec scale. Spouses must demonstrate spoken French at level 4. As of November 23, 2024, applicants must also provide a transcript showing completion of three years of full-time study in French or a study program where 75% of coursework was in French.
